Beijing has asked Tokyo to submit a written pledge not to protect defectors from the North in return for granting permission for those given sanctuary at Japanese diplomatic missions in China to leave the country, Japanese government sources said Thursday.
Tokyo has rejected the demand, which the sources said was apparently made to guard against a possible increase in the number of people attempting to defect.
