TOKYO (Reuters) - Japan's ruling Democratic Party is likely to fall short of a majority but hit Prime Minister Naoto Kan's target of 54 seats in a July 11 upper house election, the Mainichi newspaper said, an outcome that would complicate policymaking but could help Kan keep his job.
