Prime Minister Yukio Hatoyama and most of his Cabinet wore formal "kariyushi" Okinawan shirts in a meeting Tuesday to mark the start of the annual Cool Biz summertime energy-saving campaign.
But the choice of attire stirred controversy even in the Cabinet after Hatoyama's recent failure to make good on a pledge to move the Futenma military base out of Okinawa, angering the prefecture in the process.
